In force since January 24, 2024, the Ministerial Decree that approved the allocation of 5.7 billion euros for the establishment of Renewable Energy Communities (RECs) and Collective Self-Consumption Groups (CSCs).

One of the tools identified by the decree to promote RECs — and the one to pay the most attention to — is the incentive tariff on renewable energy produced and shared.

We know that, in order to access it, an application must be submitted using the GSE’s information portal, and the request must be accompanied by all the documentation required to verify eligibility. But what exactly are these requirements?

REC Decree: Access Requirements for Incentives

If you want to establish a REC and access the related incentives, you must meet the requirements set by the Decree. These include:

1. The maximum nominal power of each plant, or of the upgrading intervention, must not exceed 1 MW.

2. All the provisions of the RED II Legislative Decree (Legislative Decree no. 199/2021) must be respected.

3. Renewable Energy Communities must already be legally established by the date the plants benefiting from the incentive come into operation, and in the case of companies, only SMEs may participate as members or partners.

4. The production plants and withdrawal points that are part of the self-consumption configurations for the sharing of renewable energy must be connected to the distribution grid through connection points belonging to the same primary substation area.

As provided by the same REC Decree, within the following 30 days the operating rules regarding methods and timing for recognizing the incentives will be approved by MASE, after verification by ARERA and based on a proposal by GSE.
