In force since January 24, 2024, the Ministerial Decree that approved the allocation of 5.7 billion euros for the establishment of Renewable Energy Communities (RECs) and Collective Self-Consumption Groups (CSCs).
A Renewable Energy Community (REC) is made up of people who collaborate to produce, consume and/or exchange renewable energy, locally and sustainably. In other words, it is a group of individuals, families, companies, organizations, and communities who work together to promote the production of renewable energy from sources such as the sun, wind, water, and biomass.
However, there are 5 fundamental aspects of establishing a REC that must be respected. Let’s take a look at them together.
The 5 fundamental concepts to establish a Renewable Energy Community (REC)

Private citizens, public administrations, territorial and religious entities, and SMEs (excluding large enterprises and large-scale retail trade) under the same primary distribution substation can be part of a REC.

A REC must be composed of at least two entities, of which at least one must also be a producer. It will have its own Statute and its own Regulations.

A REC is created by entering into an agreement between the entities, which can be only producers, only consumers, or both (prosumers).

The calculation of shared energy is carried out directly by the GSE based on the data from smart meters provided by the electricity distributor.

Energy sharing is virtual, no new cables or connections need to be laid. Each member maintains the electricity supply contract of their choice: the same bill continues to arrive, but everyone receives a portion of the incentive on the shared energy.
