Extension of the National Identification Code (CIN) for Short-Term Rentals: What’s Changing

The Italian Ministry of Tourism has officially announced an extension until January 2025 for submitting applications for the National Identification Code (CIN) for short-term and tourist rentals.

This decision provides relief to the thousands of property owners and managers of accommodation facilities who were concerned about meeting the initial compliance deadline.

What is the CIN?

The CIN is a mandatory code that every property intended for short-term rental must display, both physically at the property and in online listings. It is designed to promote transparency and combat tax evasion in the tourism sector. The system was introduced to enable more effective monitoring of short-term rental activities across Italy.

New CIN Request Dates

January 1st, 2025 is the new deadline by which all managers must request the CIN. This means that owners now have until the beginning of 2025 to comply without incurring penalties, which can range from €800 to €8,000 for failure to request it and from €500 to €5,000 for failure to display the code.

The extension represents an important measure to facilitate regulatory compliance for short-term rentals, while ensuring that all hospitality facilities are properly registered and in line with the new provisions. Owners should therefore use this additional time to comply and avoid the heavy penalties provided.

Reasons for the Extension

The extension was granted for several reasons:

  • Technical Difficulties: Issues were reported in the information exchange phase between regional databases and the national database.

  • Gradual Transition: To ensure a more effective transition and support businesses in adapting to the new provisions, it was decided to extend the deadline.

  • Support for Businesses: The extension aims to provide more time for facilities to adapt to the new rules without penalties, also considering the current economic context and the importance of the tourism sector for the Italian economy.

  • Safety Measures: Another reason the extension was necessary is the requirement to install certified combustible gas and carbon monoxide detectors for each property intended for short-term rental, in addition to the presence of a fire extinguisher. Short-term rental managers should therefore take advantage of this extension to become compliant. It is essential to carefully follow the official communications from the Ministry of Tourism and use the Accommodation Facilities Database portal to request the CIN. Those who already have a regional or provincial code will have an additional 60 days to request the national CIN, bringing the total adaptation period to 120 days from the publication of the notice.
